Abstract:
1980'li yılların başından itibaren dünya genelinde liberalleşme eğilimleri hız kazanmıştır. Genellikle de, mal ticaretinde artan serbestleşmenin ardından, 1990'lı yıllarla beraber finansal serbestleşmenin yaygınlık kazandığı görülmüştür. Dünyadaki liberal politikalardan pay almaya çalışan gelişmekte olan ülkeler de piyasalarını dışa açık hale getirmişlerdir. Ayrıca artan finansal liberalizasyon uygulamaları, ülkeler arasıdaki sermaye dolaşımında çeşitlenmelerin oluşmasına neden olmuştur. Yabancı sermaye, ülkelerin piyasalarına girişte amaçlarına göre ekonomi üzerinde farklı etkiler oluşturmaktadırlar. Genel olarak gelişmekte olan ve kırılgan piyasaya sahip bir ülke için kısa vadeli sermaye genellikle istenmeyen etkiler meydana getirirken, doğrudan yabancı yatırımların ise pozitif katkılar oluşturduğu ifade edilebilir. Bu çerçevede farklı amaçlarla dolaşan yabancı sermayenin bu ülkelerde oluşturduğu makro ekonomik etkiler incelenmeye çalışılmıştır. Bu çalışmada Türkiye pratiğinde kısa vadeli sermaye akımları ve doğrudan yabancı sermaye yatırımlarının etkileri VAR yöntemi kullanılarak analiz edilmiştir. Elde edilen sonuçlara göre kısa vadeli sermaye girişleri milli gelir seviyesinde kısa vadeli iyileştirme yaparken, ani çıkışları ise milli geliri olumsuz etkilemektedir. Ayrıca KVS girişleri karşısında ulusal paranın dış değeri artmakta, ihracat ve ithalat olumsuz etkilenmektedir. DYY girişleri ise milli gelir seviyesini artırmaktadır. İhracat ve ithalatı olumlu etkilemekte, fakat bu etkinin boyutu düşük düzeyde olmaktadır.
Since the beginning of 1980?s the liberalisation movements has picked up speed all over the world. It has been seen that especially after the increasing liberalisation of commodity trading, financial liberalization become widespread within the 1990?s. The developing countries, trying to participate in liberalization politics in the world, let their markets to be open to the other countries. However, increasing financial liberalization applications has brouoght on diversification of capital between the countries. Foreign capital, flowing to countries markets, forms different effects on the economy according to its aims. In general, while short-term capital bring on unwanted effects in the country which has developing and vulnarable markets, the direct foreign investments bring on positive effects. In the frame of this study, the macroeconomic effects of the foreign capital flowing with different aims on the countries was investigated. In this study short-term capital flows secondation in national income level, the unexpected outflows of capital affets the national income adversely. However by the short-term capital flows, national currency?s monetary value increases, and exportation and importation are affected adversely. Direct foreign investment flows let national income to be increased. It affects exportation and importation positively, but the size of this effect is low lewed.
