İlköğretim okulu müdürlerinin yetki kullanma eğilimlerine ilişkin yönetici ve öğretmen görüşleri / Principals and teachers perspectives related with authority using tendency of primary school principals

Abstract

ÖZET Bu ara tırmanın amacı, ilkö retim okulu müdürlerinin göstermeleri gereken denetim rol ve yeterlikleri ile uygulamada gösterdikleri denetim rol ve yeterliklerini belirlemektir. Bu amaçla ilkö retim okulu müdür, ö retmen ve müfetti lerin görü lerine ba vurulmu tur. Denetimle ilgili olarak okul müdürlerinin göstermeleri gereken rol ve yeterliklerin neler olması gerekti i ve uygulamada hangi düzeyde gösterildi inin belirlenmesi; kuram ve uygulama arasında köprü kurabilmek açısından önemlidir. Ara tırma betimsel tarama modelinde yürütülmü tür. Ara tırmanın evreni, 2004-2005 ö retim yılında, anlıurfa merkez ilçe ve ba lı di er 10 ilçe merkezinde bulunan toplam 113 resmi ilkö retim okulunda görev yapan, 113 ilkö retim okulu müdürü 4326 ö retmen ve 44 ilkö retim müfetti inden olu maktadır. Örnekleme, 96 müdür, 523 ö retmen ve 35 müfetti alınmı tır. Ara tırmacı tarafından uyarlanarak geli tirilen anket, anketörler tarafından bizzat okullara gidilerek deneklere gerekli açıklamalar yapılarak uygulanmı tır. Elde edilen bulgulardan hareketle ula ılan sonuçlar, öyle sıralanabilir: 1) lkö retim okulu müdürlerinin, denetimle ilgili rol ve yeterlikleri müdürler, ö retmenler ve müfetti ler ?çok önemli? algılamı lar ve bu davranı ları, müdürlerin yüksek düzeyde göstermeleri gerekti ini belirtmi lerdir. 2) lkö retim okulu müdürlerinin denetimle ilgili yönetici davranı larını, hangi düzeyde göstermeleri gerekti i konusunda, müfetti , müdür ve ö retmen görü leri arasında anlamlı fark bulunmamı tır. 3) lkö retim okulu müdürlerinin, denetimle ilgili rol ve yeterlikleri, müdürlerin hangi düzeyde gösterdikleri konusunda, müfetti , müdür ve ö retmen görü leri arasında anlamlı fark bulunmu tur. Okul müdürleri, denetimle ilgili rol ve yeterlikleri yüksek düzeyde gösterdiklerini belirtmelerine kar ın; ö retmenler ve müfetti ler dü ük düzeyde bu davranı ları gösterdiklerini belirtmi lerdir. Buna göre, lkö retim okulu müdürlerinin denetim rol ve davranı larını sergilemede kendilerini yeterli gördükleri; ö retmenler ve ilkö retim müfetti lerinin ise ilkö retim okulu müdürlerinin denetimle ilgili davranı larını yeterli görmedikleri anla ılmaktadır. 152 SUMMARY The purpose of this research is to determine the control roles and competencies of primary school principals which they have to show and they show in practice. In order to reach the aim, the opinions ot primary school principals, teachers and inspectors are applied. Related to the roles and competencies which school principals have to show and they show in practice is important from the point ot view to link the theory and pactice with each other. The research is a descriptive- survey type. The population ot the study composis 44 inspectors, 113 primary school principals and 4326 teachers, who work in 113 primary schools in center town and center of 10 towns belens to anlıurfa in 2004-2005 teaching year. Research samplirs compose oot 96 principals, 523 teachers and 35 inspectors. The questionnaire which is adopted by researcher waz personaly conducted in school The results of the research were as fallow: 1-The roles and competencies of primary school principals were percived ?wery important? by principals, teachers and inspectors and all they stated that school principals must show these high level. 2- The roles and competencies which have to been shovn by principals are not differentioted according to opinions ot inspectors, principals and teachers. 3- The roles and competencies which are shown by principals are differentioted according to the opinions ot inspectors, principals and teachers. While principals claim that they show thse roles and competencies at high level, in contrast, teachers and inspectors suggest that principals schow these behaviors at low level. According to the findings primary school principals perceive themselves competent in terms ot impection roles and competencies. On the contrary teachers and inspectorssee them incompetent in their inspection roles and competencies. 153
