Abstract:
ÖZET Bu çalışmada Ortadoğu coğrafyasında yaşanan Arap baharının son durağı olan Suriye'de 2011 yılında yaşanan iç çatışmalar sonucu kitlesel/düzensiz olarak Türkiye'ye göç etmek zorunda kalan Suriyeli sığınmacıların, eğitimleri, nitelikleri, hangi koşullarda istihdam edildikleri ile işverenlerin onları niçin istihdam etme eğiliminde oldukları araştırılırken yerel çalışanların da bu durumdan nasıl etkilendiği tespit edilmeye çalışılmıştır. Bu kapsamda işyerinde hem yerel hem de Suriyeli çalıştıran işveren ile bir işyerinde beraber çalışmak durumunda kalan yerel ve Suriyeli çalışanlara farklı anketler uygulanmıştır. Zorunlu göçle birlikte mülksüzleşen Suriyeli sığınmacılar, hem sermayenin ihtiyaç duyduğu bol ve ucuz işgücü noktasında mutlak ve nispi artı değer üretimine, hem de realizasyon aşamasında üretilen mallara efektif talep yaratarak kapitalist birikime katkıda bulunmuştur. Suriyelilerin yerel işgücüne göre daha uzun saatlerde ve daha düşük ücretlerde çalışmayı kabul etmeleri yerel işgücüne hem düşük ücretlerde hem de uzun saatlerde çalışma yönünde bir baskı uygulamıştır. Suriyelilerin bu çalışma koşullarında çalışmayı kabul etmeleri sınıf bilincinin ortadan kalkmasına ve işverenlerin bu ayrımdan faydalanarak sermaye birikimini artırmalarına katkıda bulunmuştur. The scope of this study includes refugees from Syria who were forced into a mass and disorganized migration to Turkey led by the civil unrest in 2011 in Syria, which was eventually affected by the uprisings throughout Middle East, and it aims to investigate their education levels, qualifications, the conditions under which they have been employed, why employers tend to employ them and how local workers have been affected by this situation. In this context, different surveys were administered to employers who employ both local and Syrian workers, and to local and Syrian employees who work together in a workplace. Syrian refugees, who were dispossessed as a result of forced migration, have contributed to both absolute and relative surplus value by being involved in the abundant and inexpensive labor force needed by capitalist accumulation and to the goods in the process of product realization by creating effective demand. Syrians agree to work longer hours for lower wages than the local workers, and this has forced the local workers to work longer hours for lower wages. The fact that Syrians agree to work in these working conditions has contributed to the destruction of concept of class, and has led the employers to increase their accumulation of capital through this distinction.
