Abstract:
Bu çalışmada konut sektöründe fiyat hareketleri ve vergilendirme Şanlıurfa ili örneğinde analiz edilmektedir. Konut barınma ihtiyacı ve bir servet biriktirme aracı olarak iki temel nedenle talep edilmektedir. Birinci durumda hanehalkının gelir düzeyi ve finansman imkanları etkili olurken, ikinci durumda gelir düzeyi ile beraber alternatif servet biriktirme araçlarına bakış etkili olmaktadır. Çalışmada, Şanlıurfa'da konut fiyatlarının Türkiye ortalamasının iki katı kadar arttığı tespit edilmiştir. Bununla birlikte konutların vergi değeri piyasa fiyatlarının altında kaldığından emlak vergisinde kayıplar ortaya çıkmaktadır. Ayrıca kira gelirlerinin yarısından daha az bir kısmının beyan edildiği ortaya çıkmaktadır. Sonuç olarak, Şanlıurfa'da artan gelirin konut talebine yansıdığı, ancak bu talebin barınma ihtiyacının ötesine geçerek konutun bir servet biriktirme aracı olarak daha fazla ön plana çıktığı tespit edilmiştir.
This study analyzes the price movements in housing sector and its effects on taxation in the case of Şanlıurfa province. The demand for housing sector is mainly affected by the need for shelter, however it is also demanded as an instrument for wealth accumulation. The first factor is determined by the household income and financial environment, while the second is also affected by the alternative instruments for wealth accumulation. The findings of the thesis show that the house prices in Şanlıurfa rised about two times of the average increases in Turkey. As the tax value remained under market prices, there seems to be incredible losses in property tax. Moreover, it seems also that only less than half of the rent incomes were reported. As a whole, the rising incomes fosters the demand for housing in Şanlıurfa; however the property tax regime and weak auditing in rent incomes made the housing more attractive as an instrument for wealth accumulation.
