Abstract:
Günümüzde en büyük çevre sorunlarından biri küresel ısınma ve iklim değişikliğidir. İnsan kaynaklı bu çevre sorunun en temel nedeni, özellikle sanayi devrimi ile birlikte artan fosil yakıt tüketimidir. İklim değişikliğine ve onun ciddi boyuttaki ekolojik ve sosyo - ekonomik etkilerine dair kanıtlar arttıkça, sera gazı emisyonlarının azaltılması için çözüm arayışları da hız kazanmıştır. İlk adım 1992 yılında yapılan Rio Zirvesi'yle olmuş, onu 1994 yılında Birleşmiş Milletler İklim Değişikliği Çerçeve Sözleşmesi ve 1997 yılında Kyoto Protokolü izlemiştir. Türkiye'de sera gazı emisyonları ile mücadeleye son yıllarda başlanmış ve henüz iklim politikaları tam olarak belirlenememiştir. Bu konuda yapılmış bazı çalışmalar olmakla beraber, sera gazı emisyonlarının kontrolü için yeterli değildir.
One of the most remarkable problems of nowadays is the global warming and climate change. The most considerable reason of the environmental problem which is caused by mankind is the consumption of the fossil fuels which has been mostly increasing since the industrial revolution. The more serious evidences related with the climate change and its ecological and socio - economic effects increase, the faster it got to find a solution to decrease in greenhouse gas emissions. The first step was taken with the Rio Meeting in 1992 and then in 1994 it was followed by the United Nations Framework Convention on Climate Change and in 1997 Kyoto Protocol. In Turkey, the struggle with greenhouse gas emissions has recently started and the policy of climate has not been exactly defined yet. Although, there are many works on this subject, yet it is not satisfying for the control of greenhouse gas emissions.
