Abstract

Günümüz toplumlarının artan sosyal ve ekonomik eşitsizliklerle varlıklarını sürdürebilmeleri ve temel ihtiyaçlarını karşılayabilmeleri giderek zorlu bir mücadeleye dönüşmektedir. Özellikle gelişmekte olan ülkelerin pek çoğunda bunun kaçınılmaz bir sonucu olarak çıkan gelir dağılımı dengesizliği ve yoksulluk mevcut politikalarla üstesinden gelinemeyecek boyutlara ulaşmış gözükmektedir. Gelir dagılımında adalet sorunu tarihin her devrinde devlet yöneticilerinin çözmesi gereken bir konu olarak yerini almıştır. Buna rağmen ne yazık ki, bir türlü bu adalet sağlanabilmiş değildir. Amaç ise bir nebze bile olsa dağılımda orta kesimin payını artırmaktır. 1980 sonrası dönemde Türkiye ekonomisinin içinde bulunduğu olumuz koşullar ve uygulanan sosyo-ekonomik politikalar ülkede her zaman var olan gelir dağılımı dengesizliğini alt gelir düzeyindekiler aleyhine daha da bozmuştur. Bu nedenle ülkemizde her dönem tartışma konusu olan gelir dağılımındaki bozuk yapı ve yoksulluk bugün üzerinde durulması gereken bir sorun niteliğine bürünmüştür. Bu çalışmanın amacı da, Türkiye'deki gelir dağılımı sorununu ve bölgesel gelir farklılıklarını incelemek ve bu sorunun çözümü için alınması gereken önlemleri sunmaktır. For today's communities maintaining their existences and meeting their basic needs are gradually turning into a hard struggle because of the increasing social and economic inequalities. Emerging as an ineuitable result o this, dimensions of imbalance in the distribution of income and poverty seem to be invincible with current policies in most of the developing countries. All throughout history the issue of justice in income distribution has always been a problem which state leaders had to solve. On the contrary, this kind of justice has not been provided. But the general purpose has been to raise the distribution share of the middle class. Trough the period after 1980 unfavourable conditions of Turkish economy and implemented socio-economic policies have worsened the imbalance in income distribution which has always existed in the county against the people who are the members of low-level income class. Therefore, imbalance of income distribution and poverty which have always been a subject of dispute is now a problem that must be overcome. The purpose of this paper is to examine to problem of income distribution in Turkey and difference of regional income and to offer precautions that necessary for solution this problem.
