Abstract:
Serbest bölgeler ülke ekonomileri için oldukça büyük getiriler sağlamaktadırlar. Bilhassa; yeni istihdam olanakları yaratması, ülkeye döviz geliri sağlaması, ihracatı ve ithalatı geliştirmesi, bulunduğu yöreyi hem ekonomik hem de kültürel yönden geliştirmesi serbest bölgelerin etkilerinden en önemlileridir. Fakat serbest bölgelerin değeri çok geç anlaşılmıştır. Ancak 1970'lerden sonra dünya, serbest bölgelerin önemini anlamaya başlamıştır. Bu gelişmelerde 1950'lerden sonra başlayan ihracata yönelik kalkınma çabaları önemli rol oynamıştır. Türkiye'de serbest bölge uygulamaları geçmişte de denenmiş ancak 1980'lere kadar başarı sağlanamamıştır. Bugün 21 serbest bölgeye sahip Türkiye, bölgelerin çoğunun tam kapasiteyle çalışmamasından dolayı gerekli ticari geliri elde edememektedir. Kıtalararası bir köprü konumunda olan Türkiye, sırf bu yönüyle bile serbest bölge uygulamalarından dünyanın en çok getiri elde eden ülkelerinden biri olmak zorundadır. Yeterli yatırımla güçlendirilmiş, yabancı sermaye için cazip hale getirilmiş ve iyi kontrol altına alınmış serbest bölgelerle, Türkiye'nin hak edilen kazancı sağlaması hiç de zor olmayacaktır.
Free-zones provide quite important incomes for country economies. Especially; creating new employment opportunities, providing foreign money income to the country, improving export and import, and improving the regions where they located both economically and culturally are the most important effects of free-zones. But the value of free-zones have been understood too late. Merely after 1970s, the world has begun to understand the importance of free-zones. In these progresses, export oriented development efforts that have begun efter 1950s, have an important role. In Turkey, free-zone applications were also tried in the past; however, couldn?t provide any success until 1980s. Today, Turkey, which has 21 free-zones, can not gain the necessary commercial income owing to the fact that most of its zones don?t work with full capacity. Turkey, in the location of an intercontinental bridge, even by this side, must be one of the most income providing countries in the world from free-zone applications. With free-zones, strengthened with necessary investment, made attractive via foreign capital, and brought under control well, it won?t be a problem for Turkey to provide the deserved earnings at all.
