İnşaat sektöründe proje planlama ve yönetim / Project planning and management in the construction industry

Abstract

Projelerin amaçlarina zamaninda ve tespit edilen maliyet sinirlari içerisinde ulasabilmesi için basarili bir biçimde yönetilmeleri gerekmektedir. Proje yönetimi, proje planlama teknikleri sayesinde gerçeklestirilmektedir. Bu teknikler detayli olarak bilinmeli, uygulanmalidir. Ayrica teknolojiden faydalanilmali ve gelismeler takip edilmelidir. Bu çalismada proje planlama tekniklerinden Çubuk Diyagrami, CPM, PERT ve LOB Denge Diyagrami metotlari incelenmistir ve tekniklerin insaat sektöründe uygulanmasiyla ilgili örnek olay çalismalari yapilmistir. Ayrica proje planlama ve yönetimi ile ilgili bilgisayar programlarindan Primavera kisaca açiklanmis, bu paket program kullanilarak bir kanalizasyon ve su hatti projesi çözülmüstür. Tüm aktivitelerin baslangiç ve bitis tarihleri, kritik olaylari, yapilabilecek erteleme süreleri ve projenin bitis tarihi bulunmustur. Ayrica proje süresince programda degisiklik yapma imkâni oldugu da açiktir. Program sonuçlari Ek 1'de sunulmustur. Diger çalisma ise yapilan ankettir. Anket Sanliurfa ilinde bulunan 11 adet insaat firmasina uygulanmis, yetkililerden bu konu ile ilgili düsünceleri alinmistir. Genel olarak tüm firmalarca proje planlama teknikleri uygulanmaya çalisilmaktadir. Ancak yeterli degildir. Anket sonuçlari ve sonuçlarin degerlendirilmesi 4. bölümde verilmistir. Anket sorulari ve anketin uygulandigi insaat firmalari ve firma yetkilileri ise Ek 2 ve Ek 3'tedir. Projects need to be managed successfully so that they can reach their objects on time and in determined cost limits. Project management is realized by project planning techniques. These techniques should be known details and should be apllied. Furthermore, technology shoul be utilized and should be followed. In this study, project planning techniques, Bar Charts, CPM, PERT and LOB (Line of Balance) have been explained and examined in construction industry example events. A project of a sewer and water line was planned by a computer pogramme which is called Primavera. start date, finish date of all activities, critical activities, free floats, total floats and the finish date of project have been found by this packet programme. The results of the programme are presented. Furthermore during the project, some changes can be done easily. A questionnaire, which is about project planning and management, was prepared. It has been applied eleven construction firms in Sanliurfa. Generally project planning techniques are applied by these firms, but it is not enough. The results have been presented by graphics.
