Turgut Özal iktidarı'nda Türkiye'de yaşanan toplumsal ve siyasal değişim / Social and political changes in Turkey during Turgut Ozal's government

Abstract

Toplumlarda insanlar gibi değişme ve gelişme gösteren dinamik bir yapıya sahiptir. Toplumlarda meydana gelen bu değişimler sebepsiz bir şekilde gerçekleşmemiş zamanın koşullarına bağlı olarak çeşitli faktörlerden etkilenmiştir. Genel olarak toplumsal değişim ile siyasal değişim birbirine paralel olarak gelişmiş, toplumsal değişim beraberinde siyasal dönüşümü, siyasal alanda meydana gelen değişimde topluma yön vererek toplumsal değişimi şekillendirmiştir. Bu çalışma Turgut Özal iktidarı döneminde Türkiye' de yaşanan toplumsal ve siyasal değişimi ele almaktır. Dünyada 1980' ler de Margaret Thatcher' la başlayan ve birçok ülkeyi etkisi altına alan serbest pazar, girişimcilik, sınırlı devlet ilkelerine dayanan liberal anlayış Türkiye' de Özal iktidarı dönemiyle birlikte uygulanmaya çalışılmıştır. Turgut Özal iktidarı ile birlikte uygulanmaya çalışılan bu liberal anlayışın Türkiye ekonomisine yansıması, demokratikleşmeye katkıları ile toplumsal ve siyasal açıdan Türk toplumu üzerindeki etkilerinin incelenmesi çalışmanın amacını oluşturmaktadır. Araştırmamızda yardımcı materyal olarak konu ile ilgili araştırmalardan elde edilen literatür kaynakları, konu ile ilgili yazılan tezler, bilimsel makaleler, internet sayfaları, gazete, dergi verileri ile o dönemde yazılı medyadan elde edilen bilgi ve belgelerden yararlanılmıştır. Bu çalışma sonunda dünyada 1980' ler de başlayan küreselleşme ve yerelleşme eğilimlerinden Türkiye' nin etkilendiği, Özal iktidarı dönemiyle ABD ve İngiltere' de uygulanan liberal ve muhafazakar politikaların model alınıp toplumsal, siyasal ve ekonomik alanda uygulanmaya çalışıldığı düşüncesine yer verilmiştir. Tezde ayrıca 1980 öncesi iktidarların uygulamaya çalıştığı merkeziyetçi anlayış ile Türkiye' nin toplumsal ve kurumsal yapısını kökten değiştirmeyi hedefleyen modernleşme anlayışı yerine Özal iktidarının milli ve kültürel değerlere yakın, serbest piyasa ve dışa açık büyüme odaklı, teknolojik değişimlere daha fazla önem veren, bireyin öne çıkarılmaya çalışıldığı anlayışına dikkat çekilmiştir. Özetle Özal dünyadaki değişim ve küreselleşmeye ayak uydurmak ve gelişmiş ülkelerle rekabet edebilmek için toplumsal ve siyasal alanda birtakım reformlar gerçekleştirmeye çalışmış bu reform anlayışının ekonomik yönünün daha ağır bastığı gerçeğine dikkat çekilmiştir. Ayrıca Türkiye' nin yaşadığı bu hızlı değişimin toplumsal ve siyasal yozlaşmayı da beraberinde getirdiği fikrine yer verilmiştir. These changes did not happen accidentally; rather, they were affected by certain factors, depending on the conditions of the era. In general, social changes take place in parallel with political changes. While social changes shape political changes, changes in political sphere direct social changes. This study examines social and political changes that happened in Turkey during Turgut Ozal government. The notion of liberalism, which began with Margaret Thatcher in the world in 1980s, has affected many countries with its basic principles like free market, entrepreneurism, and limited state. In Turkey, liberalism was tried to be implemented during Ozal government. Analysing this liberal approach's impacts on Turkish economy, contributions to democratization, and political influences on Turkish society is the main purpose of the present study. For the literature review, secondary sources that include scientific studies, dissertations, articles, web pages, newspapers, journals and other printed media sources were utilised. This study argues that Turkey was affected by globalization and localization tendencies that began in the world in the 1980s, and that liberal and conservative policies that were adopted in the UK and USA were also taken as a model and implemented in social, political, and economical spheres during Ozal government. In addition, the study emphasized that rather than centralist and modernist approaches that were adopted by governments before 1980 to revolutionise Turkey's social and institutional structure, Ozal government employed a model which was closer to national and cultural values, oriented for outward growth and free market, attached more importance to technological changes, and highlighted individuals. In sum, it is argued in the present study that Ozal tried to carry out certain reforms in social and political spheres in order to keep pace with changes and globalization movement in the world and to be able to compete with developed countries. It is also claimed that the economical part of this reformist understanding outweighed. Moreover, it can also be said that this fast change that Turkey experienced brought about social and political corruption, too.
