Türkiye'de sosyal konut ihtiyacının giderilmesinde Toki'nin rolü: Şanlıurfa örneği / The role of Toki at supplying requirement of social housing in Turkey: Şanliurfa sample

Abstract

Türkiye'de tarihi süreç içinde farklı şekillerde çözülmeye çalışılan konut problemi, etkisini büyük oranda dar gelirli aileler içerisinde göstermiştir. TOKİ, sosyal devlet ilkesi gereği Türkiye'de dar gelirli ailelere yönelik olarak sağlık koşullarına uygun nitelikli konut çalışmalarını yürüten en önemli kurumdur. Bu bağlamda, bu çalışmanın amacı TOKİ tarafından üretilen sosyal konutların sosyal konut standartlarına uygunluğu araştırmaktır. Yoğun nüfus artışının gözlendiği Şanlıurfa'da sağlam ve güvenilir konut ihtiyacı her geçen gün daha çok hissedilmektedir. Konut ihtiyacının karşılanması amacıyla, konut üretimi ve sunumu farklı üretim biçimlerine göre yapılmaktadır. Konut yapım alanında çalışan en önemli kurumlardan biri Toplu Konut İdaresi (TOKİ)'dir. Bu çalışmada, Toplu Konut İdaresi (TOKİ) tarafından geliştirilen Şanlıurfa Eyyübiye ilçesi Akabe Bölgesi sosyal konut uygulamasında, konut ve çevresinde bulunan sosyal donatıların, konut kullanıcılarının beklentilerini karşılamadaki etkisi incelenmektedir. Çalışma sonunda kullanıcıların sosyo-kültürel ve ekonomik durumlarının beklentilerini karşılamadaki etkenleri arasındaki sonuçlar değerlendirilecektir. Different ways of resolving the housing problems in the historical process in Turkey, largely demonstrated in the impact of low-income families. TOKI is the most important social institution that implements state policy should be directed to low-income families in Turkey, according to the health conditions of their work quality housing. In this context, the aim of this study is to investigate the conformity of social housing produced by TOKI with social housing standards. In Şanlıurfa, where massive population growth is observed, the requirement of steady and safe housing is perceived more every passing day. For supplying requirement of housing, the production and offering of housing is made with different production types. No doubt, TOKİ is the most important one within these production types. In this study, social equipments in and around houses are investigated as the meaning of effectiveness of meeting housing users expectations within Şanlıurfa Eyyübiye District Akabe Area social housing implementation, developed by TOKİ. At the end of the study, the results would be evaluated between the factors of sociocultural and economic situations of users and meeting their expectations.
