Fırat havzası, Şahnahan Ovası'nda Battalgazi Sulama Birliği'nin sulama performansının değerlendirilmesi / Evaluation of the irrigation performance of Battalgazi Water User Associate in Firat basin, Sahnahan plain

Abstract

Çalışmada 2016 yılı için, sulama birliği ve tarımsal işletmeler düzeyinde sulama performansının değerlendirilmesi amaçlanmıştır. Sulama birliği düzeyinde performansın belirlenmesinde konu ile ilgili araştırmacıların geliştirdikleri; su kullanım etkinliği, tarımsal etkinlik, ekonomik ve sosyal etkinlik ve kurumsal etkinlik göstergeleri kullanılmıştır. Tarımsal işletmeler düzeyinde performansın değerlendirilmesinde; Uluslararası Su Yönetim Enstitüsü (IWMI) tarafından geliştirilen su temini, bitkisel üretim ve finansal etkinlik göstergelerinden yararlanılmıştır. Performans değerlendirilmesinin materyalini oluşturan verilerin bir kısmı Devlet Su İşleri ve Battalgazi Sulama Birliği'nden, geri kalan kısmı anket ve arazi ölçümlerinden temin edilmiştir. Birlik düzeyinde performans değerlendirmesi sonuçları; net su temini oranı 1.04, toplam su temini oranı 0.59, sulama oranı %58, tahsilat oranı %64.1, bakım onarım oranı %22.5, sulama şebekesi yoğunluğu 52.38 ha km-1, sulama şebekesi personel yoğunluğu 5.00 km personel-1, sulama alanı personel yoğunluğu 154.57 ha personel-1 olarak belirlenmiştir. Tarımsal işletmeler düzeyinde elde edilen performans değerlendirmesi sonuçları; net su temini oranı 0.52-2.10, toplam su temini oranı 0.31-1.26, sulanan birim alan başına bitkisel üretim değeri 232.00-917.76 $ da-1, sulanması öngörülen birim alan başına üretim değeri 174.00- 917.76 $ da-1, saptırılan suya karşılık bitkisel üretim değeri 0.26-1.09 $ m-3, bitki su tüketimine karşılık bitkisel üretim değeri 0.24-1.14 $ m-3, mali yeterlilik oranı ise %166-362 olarak belirlenmiştir. Battalgazi Sulama Birliği'nde su kaynağının yetersizliği sulama işletmeciliğinde başarısızlığa neden olmuştur. Çalışmada elde edilen sonuçlar, planlı su dağıtımının birlik ve çiftçi düzeyinde geliştirilmesi ve bölgedeki bilimsel çalışmalara katkı sağlaması yönünden önemlidir. In determining the performance level of water user associate; water use efficiency, agricultural activity, economic and social activity and institutional activity indicators developed by the researchers related to the subject, were used. At the level of farm parcels performance evaluation; water supply, crop production and financial efficiency indicators developed by International Water Management Institute (IWMI) were utilized. Some of the data constituting the material of the performance evaluation were obtained from the State Hydraulic Works and Battalgazi water user associate and the rest were obtained from questionnaire and ground surveys. Results of performance evaluation at water user associate level are determined as; net water supply rate 1.04, total water supply rate 0.59, irrigation rate 58%, collection rate 64.1%, maintenance repair rate 22.5%, irrigation network density 52.38 ha km -1, irrigation network personnel density 5.00 km staff -1 staff of irrigation area staff density 154.57 ha staff -1. Performance evaluation results obtained at the level of farm parcels; net water supply ratio 0.52-2.10, total water supply rate 0.31-1.26, crop production value per irrigated dıstrıct 232.00-917.76 $ da-1, the production value per unit area to be irrigated is 174.00- 917.76 $ da-1, the crop production value of water diverted is 0.26-1.09 $ m-3, crop water consumption crop production value of 0.24-1.14 $ m-3 and the financial adequacy ratio was determined as 166-362%. The insufficiency of the water supply in the Battalgazi water user associate caused the failure of irrigation management. The results obtained in this research are of importance for the development of planned water distribution at water user associate and farmer level and for contributing to scientific studies in the region.
