Maliye politikası aracı olarak teşvik politikaları ve Şanlıurfa örneği / The incentive policies as fiscal policy instrument and Şanlıurfa case

Abstract

Bu çalışmada Maliye politikası kavramı tanımlanmış ve Maliye politikası araçlarından biri olan Teşvik politikaları açıklanarak teşvik türlerinden bahsedilmiştir. Çalışmanın konusu; Maliye Politikası Aracı Olarak kabul edilen teşviklerin Şanlıurfa örneği üzerinden spesifik bir değerlendirmesinin yapılmasıdır. Çalışma teşvik politikalarının Şanlıurfa ili için ekonomik etkilerinin incelenmesi ve çözüm önerilerinin sunulması amacını taşımaktadır. Çalışmada devletin sunduğu teşviklerin Şanlıurfa ekonomisine getirileri değerlendirilmiş ve analizi yapılmıştır. Uygulanan teşvik politikalarının Şanlıurfa'ya gelen yatırımcı sayısını arttırdığı gözlemlenmiştir. Verilen teşviklerin Şanlıurfa ekonomisine katkıları olumlu olmuş ve beklentileri karşılamaya çalışmıştır. Sunulan teşvikler genel olarak yatırımları arttırarak yeni istihdam olanakları yaratmıştır. Fakat teşviklerin uygulama amacı düşünüldüğünde Şanlıurfa için verilen teşviklerin istenilen etkiyi yaratmadığı ve hedefleneni belirli ölçüde gerçekleştirebildiği sonucuna varılmıştır. Anahtar Sözcükler: Maliye politikası, Teşvikler, Şanlıurfa'ya Verilen Teşvikler In this study, the concept of fiscal policy has been defined and types of incentives have been discussed through explaining incentive policy which is one of the instruments of fiscal policy. The scope of this current study is providing a specific evaluation of the incentives considered as an instrument of fiscal policy through Sanlıurfa case. The study aims to investigate the economic effects of incentive policies on Sanlıurfa province and to propose solutions. In this study, the incentives offered by the government have been evaluated and analyzed in terms of their contributions to the economy of Sanlıurfa. It has been observed that the incentive policies implemented have increased the number of investors coming to Sanlıurfa. The contribution of the incentives given to Sanlıurfa economy yielded a positive result and attempted to meet the expectations. The incentives offered by the government have generally created new employment opportunities by increasing investments. However, it is concluded that the incentives provided for Sanlıurfa have not created the desired effect when the application purpose of incentives is taken into consideration and the objectives have only been achieved to a certain extent.
