Belediyelerda stratejik plana dayalı performans esaslı bütçeleme sistemi: Şanlıurfa Belediyesi örneği / Performance based budgeting system on the ground of the strategic oplan in the municipalities: A case study of Sanlıurfa Municipialty

Abstract

Bu çalışmanın konusu, belediyelerde stratejik plana dayalı performans esaslı bütçeleme sisteminin Şanlıurfa Belediyesi örneğinde incelenmesidir. Şanlıurfa Belediyesindeki PEB sistemi işleyişinin detaylı ele alınması amaçlanmaktadır.Bu çalışma sonunda, PEB sisteminin Türkiye belediyelerinde henüz yeni olmasına rağmen belli bir mesafe alındığı ve gelecekte de bu uygulamanın güçlenerek devam edeceği tespit edilmiştir. Ayrıca, PEB sisteminin günümüz dünyasındaki yönetim değerleriyle uyumlu olarak belediye hizmetlerinde nitelik ve niceliği arttırdığı bu çalışma ile belirlenmiştir. This study examines the performance based budgeting system on the ground of the strategic plan in the light of Sanliurfa municipality. The research aims to find out details of this system. The study has shown that despite its being new in Turkish municipalities, it has successfully functioned in Turkey and it is expected to do so in the future. In addition, it has been underlined that this system increased the quality and the quantity of the municipal services in line with the contemporary management values.
