Yoksullukla mücadelede kamu politikalarının etkinliği: Diyarbakır- Şanlıurfa üzerine bir uygulama / The effectiveness of public policies in the struggle against poverty: An application based on Diyarbakir-Şanlıurfa

Abstract

Her türlü önleme karşın yoksulluğun giderek derinleşmesi, zengin ve fakir ülkeler arasındaki farkın giderek büyümesi yoksulluk konusunu iktisat ve maliye yazınının da önemli başlıklarından biri haline getirmiştir. Yoksullukla mücadelede kamu politikalarının ne denli başarılı olduğunun değerlendirilmeye çalışıldığı bu çalışmada, Diyarbakır ve Şanlıurfa il merkezlerinde düşük gelirli kesimlere uygulanan anket çalışması ile söz konusu kesimlerin yoksullukla mücadelede uygulanmakta olan kamu politikaları konusunda ne düşündükleri belirlenmeye çalışılmaktadır. Çalışmada; bölgede ciddi bir işsizlik sorunu olduğu, eğitim seviyesinin düşük olduğu, yüksek oranda istihdam ve eğitim desteği talep edildiği sonucuna ulaşılmıştır. Yoksullukla mücadelede yapısal sorunların çözümünün de son derece önemli olduğu vurgulanırken, bölge halkının devletin yoksullukla mücadele kapsamında sunduğu desteklerden yeterince haberinin olmadığı ve yararlanamadığı ve yoksullukla mücadelede devletten düzenli yardım beklediği tespit edilmiştir. Because of deepening of poverty and growing the gap between rich and poor countries despite all measures taken, poverty has become an important topic in the literature of economics and finance. In this study trying to determine how successful are the public policies in struggle against poverty, it is attempted to determine the thoughts of low-income segments in the provincial centres' of Diyarbakır and Şanlıurfa about the public policies being implemented struggle against poverty with the survey study. According to the results of the study, it was determined that there is a serious unemployment in the region, the level of education is low, and the high-level employment and educational support is intensively demanded. Other findings are; resolving structural problems is important in struggle against poverty, the people of the region have not been informed sufficiently about the supports provided by the state in the struggle against poverty and can not been benefited from them and they expect regular assistance from the state in struggle against poverty.
