Tarım ve turizm odaklı yerel kalkınma yaklaşımı: Şanlıurfa örneği / Agricultural and tourism focused local development approach: Şanliurfa example

Abstract

Yerel kalkınmanın sağlanması ve bölgeler arası gelişmişlik farkını azaltmak için başvurulacak en önemli sektörlerden biri turizm sektörüdür. Şanlıurfa ilinin zengin bir tarihe ve kültüre sahip olması turizm potansiyelini arttırmaktadır. Yüksek turistik arz potansiyeline sahip olan Şanlıurfa turizm pastasından yeteri kadar pay alamamaktadır. Yerel kalkınmanın turizm sayesinde gerçekleşebileceği düşüncesiyle, bu konuda araştırmaya şiddetle ihtiyaç bulunmaktadır. Bunun için turizm paydaşları arasında sayılan yerel halkın görüşlerini ortaya konması gerekliliği açıktır. Elde edilen bu görüş çerçevesinde gerek merkezi gerekse yerel yönetimlerin turizm ile ilgili planların yapılması ve bu planların hayata geçirilmesi noktasında faydalı olabilecektir. Bu çalışmada; turizm, yerel kalkınma ve turizm-kalkınma ilişkisi ile ilgili alan yazın taraması yapıldı. Çalışmanın amacına uygun olarak bir anket formu hazırlandı. Anketler yüz yüze görüşme yöntemi ile gerçekleştirildi. Çalışmada 238 erkek ve 167 kadın olmak üzere toplam 405 kişi ile anket yapıldı. Anketler SPSS programına aktarılarak analiz edildi. Yerel halka yapılan anket dört bölümden oluşmaktadır. Birinci bölümde kişisel özellikler, ikinci bölümde yerel halkın turizme bakışı, üçüncü bölümde Şanlıurfa turizminin zayıf yönleri, fırsatları Şanlıurfa turizmini tehdit eden unsurlar ile Şanlıurfa turizminin avantajları tespit edilmeye çalışıldı. Dördüncü bölümde yerel halkın turizmin ekonomik boyutuna ilişkin beklentileri ve sosyo-kültürel boyutlarına ilişkin düşünceleri 5'li likert ölçeği kullanılarak tespit edilmeye çalışıldı. Bu ölçeğin iç tutarlılığını belirlemek için Cronbach's Alpha Katsayısı hesaplandı. Ölçeğin yüksek güvenilirliğe sahip olduğu belirlendi. Anket sorularının güvenilirliği için Cronbach's Alpha kullanıldı, anket soruların bir kısmı yüksek güvenilirliğe sahip olmak üzere hepsi güvenilir çıktı. Araştırma verilerinin analizinde frekans ve yüzde dağılımı, ortalama ve standart sapma gibi istatistikler ile birlikte kurulan hipotezlerin sınanmasında t- testi ANOVA' ve Post hoc Tukey testleri kullanıldı. Bunun yanı sıra Şanlıurfa'da turizm odaklı yerel kalkınmanın sağlanabilmesi için yöre halkının görüş ve düşünceleri doğrultusunda hareket ederek yörenin eksikleri, fırsatları, avantajları, tehdit eden unsurları tespit etmeye çalışıldı. Bu testler sonucunda yerel halkının turizmin ekonomik boyutuna ve sosyo-kültürel boyutlarına ilişkin görüşleri elde edilmeye çalışıldı. Elde edilen veriler aynı konudaki diğer çalışmaların verileri ile karşılaştırılarak tartışıldı. Bölge turizminin en büyük sorunu tanıtım yetersizliği, yeni turizm türlerinden inanç turizminin geliştirme şansının daha yüksek oluşu, yerel yönetimlerin çalışmalarının yetersiz oluşu, turizme yatırım yapılırsa faydalı olabilir gibi bulgulara ulaşıldı. Tourism sector is one of the most important sectors to be applied in order to achieve local development and to decrease the difference between regions. Şanlıurfa province has a rich history and culture increasing the tourism potential. Şanlıurfa which has a high touristic supply potential does not get enough share from the tourism cake. There is a strong need for research on this issue, with the idea that local development can be realized through tourism. For this, it is clear that the views of local people, who are considered among the tourism stakeholders, should be put forward. Within the framework of this opinion, it can be useful to make plans related to tourism and to implement these plans both in central and local administrations. In this study; field writing survey related to tourism, local development and tourism-development relationship was made. A questionnaire was prepared for the purpose of the study. Surveys were conducted by face to face interview method. A total of 405 people, 238 male and 167 female, were surveyed. The questionnaires were transferred to SPSS program and analyzed. The questionnaire consists of four sections. In the first part personal characteristics, in the second section the views of the local people on tourism, in the third section the weaknesses and opportunities of Şanlıurfa tourism, the factors that threaten Şanlıurfa tourism and the advantages of Şanlıurfa tourism were tried to be determined. In the fourth chapter, the expectations of the local population regarding the economic dimension of tourism and their socio-cultural dimensions were tried to be determined by using the 5-point Likert scale. Cronbach's Alpha Coefficient was calculated to determine the internal consistency of this scale. The scale was found to have high reliability. Cronbach's Alpha was used for the reliability of the questionnaire questions, and some of the survey questions were reliable, with high reliability. In the analysis of research data, t-test ANOVA standart and Post hoc tukey tests were used to test the established hypotheses together with statistics such as frequency and percentage distribution, mean and standard deviation. Besides, in order to provide tourism oriented local development in Sanliurfa, we tried to determine the deficiencies, opportunities, advantages and threatening elements of the region by acting in accordance with the opinions and opinions of the local people. As a result of these tests, the views of the local people on the economic dimension and socio-cultural dimensions of tourism were tried to be obtained. The obtained data were discussed by comparing the data of other studies on the same subject. The biggest problem of the regional tourism was the lack of publicity, the higher chance of developing the tourism of the new tourism types, the inadequacy of the work of the local administrations and the investment in tourism.
