I. TBMM'de Siverek-Şanlıurfa milletvekilleri ve siyasi faaliyetleri / Siverek-Şanlıurfa members of the I st grand national assembly of Turkey (TBMM) and their political activities

Abstract

Bu çalışmanın konusu, I. Yasama dönemi olan 1920-1923 yılları arasında TBMM'deki Urfa ve Siverek milletvekillerinin siyasi faaliyetleridir. Araştırma ile I. Yasama döneminde görev yapan Urfa ve Siverek milletvekillerinin biyografileri; TBMM'deki önerge, teklif, söz alma vd. faaliyetleri ile ülke ve bölge siyasetine etkilerinin tespit edilmesi amaçlanmaktadır. Çalışma ile Milletvekillerinin Urfa veya Siverek ahalisinden olduğu ya da uzun zamandır bu bölgede devlet memurları olarak görev yapan kişiler oldukları tespit edilmiştir. Urfa milletvekillerinin Milli Mücadele sona erene kadar Güney Cephesi'nde görevlendirilmeleri nedeniyle Meclis çalışmalarına yeteri kadar katılamadıkları belirlenmiştir. Ayrıca, milletvekillerinin aylarca maaş alamadıkları, Milli Mücadele'nin başarısı için fedakârlıklarda bulundukları gösterilmiştir. Milletvekillerinin, El-Cezire Cephesi Komutanı Nihat Paşa'nın yaptığı usulsüzlükleri ve keyfi uygulamalarının bölge halkına verdiği zararları ile bölge sorunlarını Meclis'e taşıdıkları ve çözüm önerileri getirdikleri belirlenmiştir. Siverek milletvekillerinin ise yapmış oldukları tekliflerle Siverek'in 1923 yılında müstakil bir vilayete dönüşmesini sağladıkları tespit edilmiştir. The aim of this study is to examine the political activities of Urfa and Siverek Members of the first TBMM in the years of 1920-1923. This study aims to find out the biographies of the MPs, their legislative activities such as motions, proposals and speech etc. and their impacts on the development of the region and the country. The study has revealed that the MPs were either from the residents of Urfa and Siverek or from the civil servants who were working in the region for a long time. It has also been underlined that since the MPs were sent to the Southern Front, they were unable to sufficiently attend the activities of the Assembly. It has further showed that the MPs did not receive salaries for months and sacrificed themselves for the success of the National Struggle. In addition, it has been underscored that the MPs brought to the attention of the Parliament the regional problems and their solutions and the irregularities and arbitrary practices, which are harmful to the people of the region, of Nihat Pasha, the Commander of Al-Jazeera Front. It has also been found out that Siverek MPs were able to turn Siverek into an independent province in 1923 with their proposals. Keywords: Urfa, Siverek, TBMM, Member of Parliament, Politics, Election
