Hz. Peygamber ve Hulefâ-yi Raşidîn Dönemlerinde âmillik / Being amil at the time of the Prophet and the First Four Caliphs

Abstract

Bu tezde, Hz. Peygamber ve Hulefâ-yı Raşidîn devirlerinde özel bir kullanım alanına sahip olan âmil terimi ele alınmıştır. Bu kavram tarihsel yöntemle ele alınarak, bunların görevleri, atanma yöntemleri, yaptıkları hizmetler ve devlet yönetimindeki konumlarının tespit edilmesi amaçlanmıştır. Çalışma, Hz. Peygamber devrinde âmilliğin bir devlet kadrosu olduğunu, vergi tahsilinde çalışan memurlar ile Hz. Peygamber'in çeşitli bölgelere gönderdiği valilerin âmil olarak isimlendirildiğini göstermiştir. Bu kurum için Hz. Peygamber tarafından esaslar ve kurallar koyulduğu, talimat ve öğütlerle bir çalışma etiği oluşturulduğu belirlenmiştir. İlk dört halifenin de Hz. Peygamber'in uygulamasını geliştirerek sürdürdükleri ve söz konusu kurumun temel esaslarında bir değişikliğe gitmedikleri tespit edilmiştir. Anahtar Sözcükler: Âmil, Zekât, Vali, Memur, Cizye, Haraç, Eyalet. This thesis studies the term "amil" which has a specific meaning at the time of the Prophet and the first four caliphs. It aims to find out, in terms of historical method, their duties, procedure of their appointment, the works which they carried out and their position in the government. The work has shown that this was governmental position and that officers who worked in the collection of taxes and the governors who were appointed by the Prophet to different regions were named "amil". It has been established that rules and principals were set up by the Prophet for this position and that working ethics were created by instructions and advices. It has been established that the first four caliphs improved the Prophet's system and did not amend the main its principals. Key Words: Amil, Alms, Governor, Officer, Head tax, Land tax, State.
