II. Meşrutiyet döneminde bu konuda bazı dernekler kurulmuş, yayınlar yapılmıştır. Bunlardan biri de Millî Tâlim ve Terbiye Cemiyeti‟dir. Bu dernek millî bir eğitim sisteminin kurulması için pek çok faaliyet yapmıştır. Bunlardan en önemlisi Millî Tâlim ve Terbiye Cemiyeti Mecmuası adında bir dergi çıkarmasıdır. Dönemin önce gelen eğitimcileri dergide görüşlerini açıklamışlar, projeler sunmuşlardır. Altı sayı yayımlanan dergide Türk eğitim tarihi ve eğitim sosyolojisi açısından oldukça önemli yazılar yayımlanmıştır. Burada tartışılan fikirlerin Cumhuriyet dönemi eğitim politikalarının belirlenmesinde etkili olduğu söylenebilir. Bu makalede adı geçen dergi bütün yönleri ile incelenmiş ve bütün yazılarının özetleri verilmiştir.
